Application heard for mixed-use building in Bay Shore

On Wednesday, Oct. 12, the Town of Islip planning board held a meeting at Islip Town Hall West.

A public hearing was held regarding a site plan modification for 39 Brentwood Road in Bay Shore. The applicant requested a parking relaxation in connection with the addition of ADA stalls in an existing medical office parking lot. The staff report stated that the 2.6 acre lot currently holds a two story medical office building. Representation for the applicant said that they recently filed an application for a condo subdivision for the building and when the plans were submitted to the engineering department the parking did not comply. The board voted to approve the parking relaxation subject to the covenants and restrictions put in place between the applicant and staff.

A public hearing was held for a town board application for Captain Permit (Michael Arato) for a site located at 750 Montauk Highway in West Islip. The applicant requested a change of zone from Residence AA to General Services T in order to permit a medical office. Site plan modifications are also requested as part of this application. Michael Arato noted that Northwell is looking to purchase the property but in order for them to utilize the site there would need to be a change of zone. The application would keep the inside of the site the same and just change the outside. During the staff report, it was noted that the staff would like to work with the applicant to modify the existing site plan. The staff recommended that the board reserve a decision to see if the buffer could be improved. The board voted to reserve a decision. 

The board held a public hearing on a town board application from D&G Realty Ventures, LLC. The site is located on the north side of Union Boulevard, between 2nd and 3rd Avenues in Bay Shore. (46 to 52 2nd Ave., 55 to 63 3rd Ave., and 1779 to 1805 Union Blvd.) The applicant is requesting a change of zone from Business District, Business 3 District and Industrial 1 District to all Downtown Development District in order to construct a mixed-use building consisting of 14,000 square feet of commercial space and 132 senior apartments and an apartment house consisting of 24 non-age restricted apartments. Site plan modifications are required as part of this application. The application seeks to create a mixed-use building in place of an existing fencing property (Wayside Fence Company) , two family dwellings and two single family dwellings and two commercial buildings. According to the staff report, “the overall concept of the plan meets the spirit and intentions of the downtown development district” as it is located near mass transit 1/3 of a mile from Bay Shore train station) and is the redevelopment of a blighted sight. A variance will be needed from the zoning board of appeals for not having the 50 percent of the ground floor area with a mixed-use building set aside for commercial space. Planning board member Ines Cruz said that she was concerned with how the 24-unit building will be directly facing residential homes on 2nd Avenue. According to the application, the building is to have a more urban feel, and Cruz said that she would like to see the building be more residential in character. The board voted to close the hearing and reserve decision so that they could work on the details of the application with staff.

The next Town of Islip planning board meeting is scheduled for Wednesday, Oct. 26 at 6 p.m.
